His proposals include a new United Nations mission to rebuild Iraq, with a NATO security force under U.S. command to keep order. Once the Iraqi Council assumes sovereignty on 30 June, the new UN Mission becomes moot.
Most of NATO is already there under US command. There ones who aren't have choosen NOT to take part.
So the Kerry "plan" is not really a plan but wishful thinking, kinda like the Beach Boys . . . "Wouldn't it be nice..."

KERRY DIDN'T SUPPORT THE GULF WAR THAT HAD UN APPROVAL SO HE HAS NO CREDIBILITY. MAY THE BUSH CAMPAIGN HAMMER HIM ON THAT FACT.
