I think that if a person is inside their home at ANY time of day, and is disturbed by LOUD NOISE in their home, it is still illegal right? It does not have to be after 9pm to be a disturbance of the peace!

I'd go the legal route as well if those muslimes tried that sh1t around here at any time of day. It's not about the islamic religion its about the NOISE. (although by definition, islam seeks to disturb peace everywhere)
