Arizona needs more flexibility with environmental requirements, better information about fuel supplies and stronger pipeline safety rules to avoid another debilitating gasoline crisis like last summer's, a governor-appointed panel said Thursday.
The Essential Services Task Force issued its 21 recommendations nine months after a pipeline break near Tucson disrupted supplies, prompted long lines at pumps and sent prices soaring past $3 per gallon.
