The memo was part of a greater plan since Carter to minimize what they called "domestic spying". All those pesky warrants and supoenas that could come about by the sharing of info between agents and agencies. IMHO they were trying to keep too many from seeing what the Left was up to after Vietnam. Along with groups like cANSWER, others who benefited were the domestic islamofascists.
What amazed me was one of the panel maroons the other day defending Gorelick, saying she was such an expert and so qualified, input, blah blah blah. I told my husband- how on earth could they consider someone who didn't have the basic common sense to see how detrimental the "wall" would be to national security as having anything to contribute to the commission. Her "expert" opinion isn't worth spit- it's pretty obvious national security is and was the last thing on her list of priorities.

Just a bunch of inside-the-beltway attorneys.
