How so? Now, why would he do that? They were ripped off in the same way that listless do-nothing hippie types have always been ripped off by "the man". Arthur probably did something horrific like ask to be payed for his services.

The "rip off" story I heard was that Air America bought air time in the months before they actually went live, Liu sold the same slots to another broadcaster when they wasn't used, but neglected to refund anything to Air America as their contract requires, effectively selling the same air time twice.
