This is a very strange format
It is probably part of Gore's paperwork reduction/improving government (hide resposibility) program.
There is no date, and there is no signature block.
There is no place to 'sign' the letter, and 'initial' means "to approve", sign means to "command or wish made known".
As the letter is "FROM:" jamie goerlic, and is on her letterhead, and she 'initialed' it over her name, with no provision for a signature block, it was effectively 'signed', or 'commanded'.
The answer to this lie, is, what would have happened if the directions contained in the letter were disobeyed.
I have no doubt holy hell would have been raised with those who ignored its commands.

This is a very strange format This is not a very strange format. It is a very usual format at the upper levels of the U.S. government. What the record will also show, is that this memo was coordinated with a number of other high level political folks before she approved it - and approve it she most certainly did. This is a lawful document setting forth the policies of the U.S. government on the matters under consideration.

Ah, I just thought about more sculduggery. This is constantly referred to as a 'memo' or 'memorandum', which is a format designed for purposes of being an informal record. Sort of like a written telephone call, or informal notes of a meeting, not 'minutes' of a meeting.
This document is not a 'memo', it is a directive, and constantly 'directs' / 'commands' The NY attorney, the CIA and the FBI to do certain things. It is not a 'memo' at all.
That is why there is no signature block. The idiot woman used the wrong form !!!
