No, but we do have to prioritize. I'd say Bin Laden is a higher value target. France, Russia and China were not exactly friends of the U.S. with the war in Iraq. Lots of corruption there too.
The Israelis have more to gain with murdering him. What I don't like is people setting up targets to get our goat and have us do THEIR dirty work. The evidence is VERY slim on this one.

Israel can do what it needs to do. All it needs is US support, as the US is its only friend in the world. Arafat was practicing terror when Osama was in his teens.
