Coming in late here. I don't think Bush should have done this in the first place. The 9/11 commission story is dead or was anyway, pretending that these allegations mean anything just pumps more life into the story. The situation was clearing up and the media was moving on to other things, why give more meat to the "it's a disaster" story at this point?
He did a pretty good job overall but I don't see how this can help.

He hardly mentioned 9/11, except when the stupid reporters brought it up.
His speech was about Iraq as were most of the questions and answers.

One of his reasons for giving this press conference is to let Iraqis and the world know that we are not leaving,that these deaths are not in vain,and that we will give the military what it asks for in Iraq.
He reiterated that the 6/30 deadline was firm and we would be there to protect the Iraqis.
