There's fairly good reasons, actually. (1) People who throw rocks at other people in the street get shot; (2) there isn't a large, disaffected population to do the rock-throwing, and (3) there's nowhere for the rock-throwers to hide.

And there's always (4) - the United States restrains Israel from full retaliation. But nobody restrains us from such, except when we have a Dem president and we restrain ourselves.
