In fact, one must be reasonable afraid of the actual threat of physical harm

There are people in jail today for sending letters to the president claiming they were going to cause harm. The letters never made it to the president, so there is no way that the president could be "reasonably afraid" of actual physical harm. But regardless, they are in jail.
