It should be noted that the USS Cole was on its way to enforce sanctions on Iraq when it was bombed. The USS Cole was the second attempt to take out a US ship- the first being the failed plot on USS The Sullivans which is believed to have been a palestinian terrorist operation (their boat sank before reaching the US ship).
