``It's just going to harden opinion on both sides,'' said Larry Sabato, director of the Center for Politics at the University of Virginia in Charlottesville. ``There's enough in there for the anti-Bush forces to hang their hat on and there's also enough to support what Rice said.''
Sabato said the briefing, which is one-and-a-half pages long, was too short to have much of an impact on the president, although ``in hindsight he would have declared a national emergency.''
``We already knew that our government and its agencies didn't do enough to prevent Sept. 11, we all knew that,'' Sabato said. ``We also know hindsight is 20/20.''
