Here is the current headline in the internet edition of the Washington Post (as of 10:19 p.m edt) : "Bush Warned of Al Qaeda Attacks Before Sept. 11". The clear implication is that the the President of the United States knew, days before the event (and with specificity) that terrorists were going to hijack airplanes and fly them into buildings. In other words, if Bush had "reacted" to this directive, "9/11" would have been averted.
Of course, when one reads the briefing paper, it is obvious that no such intelligence was imparted. Importantly, that very same document could be written, today, and be just as relevant. This is a media creation specifically intended to impact the election, and the media is vile.

"Bush Warned of Al Qaeda Attacks Before Sept. 11".
And this is as far as most people will go in reading the PDB. The Washington Post and the rest of the "Beijing-like state sponsored" journalists count on just that.
