Nope. The "declaration of war" fatwa was in '98. Thanks to our "friends" the Saudis, we still don't know who did Khobar. And the links of '93 WTC to al Qaeda were not known in '96. Facts do matter.
Yes, facts *do* matter. As for the loathsome Saudis, they beheaded some people whom they arrested for the Khobar Towers bombing in order to not have to reveal their (the disgusting House of Saud's) ties to al qaeda, but there is little doubt that it was an AQ job.
The AQ links to the '93WTC bombing were known not long after the attack, but in its typical head-up-the-ass manner, the Clintigula administration treated it as a law enforcement matter that occurred in a vacuum -- as in, no ties to any nation nor international terrorist group.
You may be right about the timing of UBL's fatwa, but his deep and intense hatred of us was known as far back as the early 1980s. Ask Congressman Dana Rohrabacher.
