I think he had two goals with this piece other than mental self-gratification.
1) TO show how utterly contemptible the entire Bush Knew hysteria was.
2) To undermine the doctrine of preemption by showing what he thought would have happened if we had preempted 9-11.
In the vein of #2, it kind of reminds me of the not so subtle plot twist in the movie "Paycheck."

On August 7, 2001, Bush had ordered the United States military to stage an all-out attack on alleged terrorist camps in Afghanistan. Opps! Missed this line. Now I get it.

Most of these folks would have opposed any action pre-9/11 and still oppose actions taken to prevent further attacks.

It hasn't taken long to forget the events of 9-11. Or more to the point--how could this happen to us? We have to be right 100% of the time whereas a single individual or a group can be lucky once. If people think that our open society is immune, or ever will be, to tragedies like 9-11, then we have more problems than trying to lay the blame on anyone other than the guilty. Pride goes before destruction, a haughty spirit before a fall.
