LOS ANGELES (AP) - State lawmakers should work part time so they would be more productive and less likely to write "strange bills," Gov. Arnold Schwarzenegger told a reporter during a family vacation in Hawaii.
"I want to make the Legislature a part-time Legislature," he said Tuesday. "Spending so much time in Sacramento, without anything to do, then out of that comes strange bills.

"Give them a short period of time. Then good work gets done ... That's when they start getting creative with things."
The governor, however, did not elaborate on what he meant by "strange bills" nor how he would turn the Legislature into a part-time institution.
I hope the CHPs folks are enjoying to too. :-)

Hehehe... I love Arnold. He has smarts and ticked off John Burton. The public loves it and the State Legislature is not exactly popular with Californians.

Sounds good to me. And if it's part time, they go home and it's less expenses for us. Go for it. While we're at it, Washington should look at this too.

Name one law that a state legislature will pass that cannot wait a year.

I forget who said it (perhaps Mark Twain) but there was an admonition, "No one's purse is safe while the legislature is in session." Certainly proved true with a full time legislature in California.

He has smarts and ticked off John Burton. I would put that battle as at best a push. Seems to me Burton got the $15 billion to spend without the Constitutional limits Arnold wanted.

I wrote a letter to the L.A. Times (not printed), wondering if there would ever be a sufficiency of laws, regulations, rules, ordinances, etc?
Would there ever be an irreducible minimum amount of freedom left?
Naturally I did not expect them to publish it and they fulfilled my expectations.

Schwarzenegger used his movie background to illustrate the point. The best work got done in compressed time frames, he said. "Pre-production is three months," he said. "You don't have more than that
. Post-production is three months. And you have to be out next summer. Then people perform. 'Oh my God, now we have deadlines.' That's when people perform best. Same with legislators. You have a deadline

He said that he and Shriver spoke constantly about state issues.
