Just to clarify, are you saying that the Pittsburgh Tribune-Review reprinted the Washington Post article in toto? As in the Pittsburgh Tribune-Review VIA the Washington Post?

That's common in the newspaper industry - they have agreements in place to do it legally.

Well I didn't read the article at the WP to verify it was identical word-for-word.
But at the the Trib's website, they credited the author and the WP specificly in the byline.
So I believe that it was actually WP via the Trib.
