American commanders may not indiscriminately bomb the city in order to exact revenge. Nor may the U.S. target force at a smaller sub-section of non-combatants in order to make a point.

But we may remove fortifications and obstacles used by the enemy, then plug those with concrete to prevent reoccupation. I.e., flatten Fallujah, pave it and turn it into a parking lot.

There is precedent for this - what we did to Aachen, Germany, during World War Two. We filled the underground utilities with concrete and turned 80% of all structures larger than outhouses into piles of rubble.
