The term which should be used to apply to the Spanish dilemna is cognitive dissonance. In fact, it applies to the entire European Continent and the left in the United States. It is when one has trouble accepting new data which contradicts one's previously held beliefs. This is in play in the 911 Commission. It was best described by President Reagan when he told us not to be afraid to believe what we see! There is a huge amount of politicking and spinning going on but the truth is that everyone is criticizing both Presidents Clinton and Bush for not taking preemptive action against the Taliban and Osama. Yet, the left is ferocious about President Bush taking preemptive action against Iraq. If Bush had not, could you imagine the "Iraq Commission" report after an attack! We need to believe what we see; Islamic militants planning and plotting to destroy us and take the necessary action, regardless of the cognitive dissonance of the left against terrorists and terrorist threats.
