Your empathy is admirable. This poor gal may be suffering from a condition known as dissociative fugue, featuring "sudden, unexpected travel away from home or one's customary place of work, with inability to recall one's past....confusion about personal identity or assumption of a new identity (partial or complete)."
It can occur in association with Dissociative Identity Disorder and is not necessarily but can be due to the effects of a drug of abuse, a prescription medication,or a medical condition such as epilepsy.
She likely needs professional help as opposed to punitive prosecution......
