I think it already is commoditized. Simple test. Create a corporation called American Public Health Association or some such. Then contact labs in Cuba, requesting samples of deadly viruses (they have them all and they're quite good at making them). See if they ship them to you.

Our administration did not cause 9-11. The Clinton administration did not cause 9-11. Al Queda caused 9-11. The only thing my administration caused was the destruction of terrorism.
