That part of the Big Island is very remote and I can't imagine terrorists benefitting from that vandalism in any way. Native Hawaiian activists, maybe? Environmentalists? But it looks like enviros would LIKE the fences up.

I wonder if it on the slopes of Mauna Loa, there are observatories up there.
