Given your first hand knowledge, would you say the reason parents aren't coming forward is that most of them don't have fathers in the home or their parents do drugs?

My married daughter lives in Flint and says it's the armpit of the entire state. This from a girl who has never lived out of the state of MI her entire life.
I was up there in Feb. for her wedding and I'd have to agree with you. Not even a nice place to visit let alone have to live there.
