"Just shut 'em down, give the parents the money, and let them worry about educating their kids. Most of the parents will do right by their kids -- the parents that don't, well their kids wouldn't succeed in school either. Write them off."

What about "no child left behind"? Of course the kids with parenst that don't educated their kids well can take "the jobs that Americans don't want". Problem is that it would all be viewed as a racist action, the schools being shut down and the under-educated taking jobs from the "guest workers". Plus, don't expect the NEA to just roll over and let this happen.

Make education a priviledge, not a right. Give parents choices so their children can escape from bad schools, bad kids, and bad administrators. Who cares if it's viewed as a "racist" action? A lot of blacks would like to get their kids out of crummy schools and if they could, the race card would be the last thing on their minds. NCLB can always be repealed.
