I just saw that Zinni,no friend of Bush as far as criticizing his war plans,said Clarke wanted to send missiles into Kandahar because intelligence thought Bin Ladin was there.

They figured it would kill 15 thousand people and refused.Clarke called him a criminal and later they find out Bin Laden wasn't there after all.

Missed it!  Someone linked this old post recently.  Very interesting and establishes an immediate initiative on Al Queda by the Bush Administration.
