Why is only the local police involved? - the FBI should be there because copies of THEIR files were stolen. The FBI must have a list of every file that they gave Nicosia so it should be easy to compare the remaining ones with the master list, determine what was stolen, and make those files public.

Simply because that, once copies of the files were turned over to the author, they ceased to be "their" files....
