Are you all really so lost in partisanship that you read this article as a criticism of Clinton? Clarke is saying that it was not Clinton's reluctance to use military power that kept him from attacking bin Laden more fiercely and more often, it was his fear of the rabid conservatives who stalked him throughout his Presidency.
The only person responsible for Clinton's indiscretions or any of his apallingly bad decisions is Clinton. If he was so afraid of or paralysed by his opposition then he had no business being President anyway.

What's more...impending legal action was a better predictor of military action than actual attacks were.
