*sigh* I take it you can't define innocent in such a way as it supports your preconceived notions.
Guilty means those directly responsible for the murder, and abuse of the bodies of those American civilians. Those who provided the materiels used in the attack, supplied the intelligence used to set up the attack, had foreknowledge of the attack and did nothing to prevent it, know the perpetrators and don't turn them in, cheered on the attack, celebrated the deaths and mutilations, seek to one day kill more Americans, support those who do, raise their children to hate and kill Americans, want to enslave or kill anyone who doesn't convert to their system of beliefs, and their potential heirs, successors, and assigns.
