I think they will tell the leaders in Falluja that the men who were killed were from the company that safeguarded the convoys bringing food into Falluja. Then they will say that the company has refused to guard the convoys and the convoys refuse to move without a guard, therefore, there will be no more convoys bringing food into Falluja. Therefore, there will be no more convoys until the people of Falluja capture those who are responsible and turn them in.
