So why didn't he bother looking for hijacker pilots in training in 97,98,99,00, since he knew that planes could be used as weapons in 1996? who did he think would be flying those planes, American pilots?

I agree - and the plane issue is a good one. If he was informed about the planes, why wasn't he checking flying schools or putting them on alert.

But .. Condi/or somebody has said that they only thought of the planes in the context of the usual hijacking, not using planes to fly into buildings.
