A while back someone from an advertising agency posted how this happens ( on radio and cable stations ). Many times advertisers buy "runs" on radio and TV that don't go to a specific show anymore. The station plays the commercials when they want to ( within some contracted time frames ) and many are paying for the time slot, not the show. The Navy may not know their ad is on that show, just that station. It's why you now watch a show on cable and see commercials for other shows on different channels, something they never used to do.
