Practical and humanitarian solution to this problem:

1. Temporarily remove all the Sunnis from their towns, put them in barbed-wire surrounded camps.

2. Inspect the Sunni towns for weapons caches and hidden WMDs.

3. Daisy Cut the towns. Level them. Leave nothing standing.

4. Build a wall around those towns like the Israelis did around the Palestinian areas.

5. Return the Sunnis to their towns. Give the residents enough brick and mortar to rebuild their homes; electricity coming in, and water/water treatment.

6. Move all Sunnis in Iraq to these towns.

7. Let the civilized Iraqis manage access to and from these Sunni areas.

lol...civilized Iraqis? The Sunni are civilized compared to the Shiite. The Shiite are religious fanatics. Why not hire Jews to manage these new ghettos of yours? After their experiences in the German managed ghettos of Eastern Europe they probably know a thing or two about ghetto management.

Actually, I rather like parts of this. I do think the entire town should be cordoned off and isolated. Then, the inhabitants all removed, searched, and individually interviewed while staying in temporary camps, in this case all with lots of international observers to see that everyone is being treated decently and humanely, fed, allowed to pray, etc. At the same time, the city itself should be searched thoroughly, house by house, inch by inch. Then, in small, escorted groups, harmless inhabitants would be allowed to go in and collect their belongings. No looting, or pillage. These people would be removed to secure towns and villages. Houses where any illegal weapons or other evidence of involvement in insurgency was found would be demolished and the inhabitants executed. Then after the town was completely cleansed, let the harmless inhabitants who wanted to come back do so.
