Since I vote Republican, I didn't vote for either of these two, but Henry Cuellar has a much better reputation than Ciro Rodriguez. If I were a Demo, I'd vote for Henry. He has done good things for the community. Rodriguez is not a good guy.

Plus, if cheating was involved, it could very well have happened in not counting Henry Cuellar's votes the first time.
