PRAGUE - Czech diplomat Jiri Dienstbier assessed that that only solution for Kosovo is decentralization, that is, the forming of self-governing districts by ethnic groups, whereas "gifted" independence would only represent a risk for all of Europe.
In a commentary published today in the Prague daily "Pravo", Diensbier assessed that, in the event of independence, the extremists would not be content just with Kosovo.
"UNMIK chief consoles himself that the Albanian leaders have condemned violence," writes the former human rights rapporteur for the former Yugoslavia, adding that these condemnations, however, cover "only attacks on international forces, civil and religious objects but not on Serbs".
In an article entitled "Picking up the pieces in Kosovo - What will happen next in the region?" Dienstbier reminds that six years ago Ibrahim Rugova ensured him that the Kosovo Albanians would protect the non-Albanian population and common historical heritage.
"How would he protect anything when under UN administration and with troops under the command of NATO one quarter million Serbs, Roma, Croats, Bosniacs and Gorans were expelled?" asks Diensbier, adding that "the quiet intellectual Rugova would be unlikely to survive independence".
The Czech diplomat further warns that "for the extremists, independence is a base for international trade in drugs, women, for human and goods smuggling of every kind and the long-term expansion of their power into all areas inhabited by Albanians in Macedonia, southern Serbia, in Montenegro."
In Greece, too, "where the Olympics is to be held, there are also 100,000 Albanians", he reminds and assesses that it is necessary to start from the beginning and differently.
"Probably the only way of building a civil society is gradual drawing nearer, decentralization and forming of self-governmeing districts by ethnic groups whose security will be guaranteed by the UN and KFOR,"
proposed Dienstbier on the pages of the Czech daily.
The explanation of many world politicians that this would lead to the ethnic partition of Kosovo is rejected by Dienstbier who comments that "due to the inactivity and incompetence (of the international administration), the partition already occurred a long time ago", whereas decentralization would only mean "creating conditons for the restoration of normal human contacts".
Don't knock it. Kosovo was a very successful policy.

I lived and worked in Kosovo from 1999 to 2004. The policy in Kosovo is a dismal failure and was handled poorly by the U.S. and NATO forces. Do a google search .....Tom Gambill + Kosovo. The truth is there. Read "Media Cleansing: Dirty Reporting." by Peter Brock.
I lived in Gnjilane the entire time......the mass graves are not and were not there.
Kosovo was absolutely not a successful policy by any stretch of the imagination. Over 1500 Serbs (women, children, and old people) have been murdered by the KLA members since 1999. They destablized the entire region to include Macedonia and southern Presevo....
I say again, the policy in Kosovo is presently a complete FAILURE...........................and is presently going to disrupt the entire Balkans......

The Albanian Kosovars could care less about the Koran. The Saudi Charities are paying the poor Albanian families to be good Muslims.......the middle class Muslims could care less and in fact don't trust the Saudi Imams......I know this for a fact....as I lived with them from 1999 to 2004.......
Does the Muslim world count Kosovo as part of Dar al Islam? Does Saudi Arabia and the Muslim world count Kosovo as an Islamic triumph over the Christian Serbs? My answer is yes
You say Kosovo isn't very Muslim, but the greater Muslim world rallied to the aid of the Muslims there when they fought the Serbs and we intervened. If extremist Muslims can subvert and undermine Europe they can make Kosovo more Islamic
Tom is very right in saying that Kosovo is a destabilizing factor in that region of the Balkans. If Kosovo is granted Independence the Serbs will not allow it and react. If the Serbs return their will be conflict but on a smaller scale which will diminish once the KLA have been dealt with and the remaining KLA pushed into the hills.
Of course the Muslims include Kosovo. However the Albanians are not followers of Islam, the Saudi Style of Islam. The Mullahs have on many occasions forced the Imams from the Saudi Charities to leave the Mosques, their houses and not taking any money or help from them. That is why they pay the poorer Albanians a monthly salary to practice the Saudi style of Islam. In other cases, the Saudi's have become business partners of other Albanian business owners, they make the promise of building or rebuilding hospitals, schools etc...but, ONLY if a Mosque is built before work begins. I am witness to these complaints to the UN by Albanian communities about the Saudi's conditions.
The Albanians are not cooperative with the Saudi's as they are more aware of their agenda than Most Americans. The Saudi's have tried to convert, so far it's not working since 1999. The Mafia works with the Muh. when it comes to the drug trade. The drug trade helps fund the terrorist activities elsewhere. The Albanians are also counting on the Americans lobbying groups to push for Independence...and it's working. That's another reason they won't let the Saudi's in....However, my contention since 1999 as I have been quoted as saying, the good relationship between Albanians and America would go very sour if they were not given Independence. Several attacks against the Americans, two as a matter of fact was thwarted back in 2002 or 2003. One was the use of Stinger missiles and one planned suicide attack on the dining facility at Bondsteel. Other than that, the situation in Kosovo clearly deteriorated as demonstrated in the preplanned riots of March 17-18, 2004......
The Kosovars are more aware than most of the U.S. and Europe as to the strategy of the Saudi Muslims.......

Re-read my post #21. I said Clinton's Kosovo policy was "successful" because it distracted the media from asking about Juanita Broaddrick, the Cox Report and impeachment. From Clinton's standpoint, that made it a success!

I'm very concerned over the rewriting of history to reflect a very inaccurate history of the Balkans since 1993...

Kosovo was NOT one of our finest moments.
1. The media swallowed a propaganda load on "ethnic cleansing".
2. Clinton's motivations for intervening were largely driven by domestic politics and very questionable, as I've noted.
3. Wesley Clark played the utter fool (with help from NATO, plus Madeline Albright in a supporting role).
4. A bunch of innocent Serbs were killed in the service of despicable motives.
5. The only good thing about Kosovo was that a.) we "won" and b.) U.S. military casualties were minimal (all accidental, as I recall).

There were "Clinton" motivations, however, I highly suspect it wouldn't of mattered. There is was/is a strategy for the U.S. to control the Balkans. It started many years ago......this also may explain, as myself and one other poster was discussing, why Clark wanted or had asked the Brits to attack the Russians when they took the Airport in Pristina. There Russian is in the sights.......
Personal reasons for being in the Balkans and subsequently Kosovo are secondary to an overall strategy in Play.......
