It's an award only on paper at this time. I heard the other day that it may or may not be paid out of the monies confiscated and/or frozen during the war. It was pointed out that the U.S. government has control of that money. I'm just guessing, but I'd bet that the government would utilize the funds to rebuild Iraq first. Of course there's always the possibility that those two families could petition the court to force the government to pay up. But then this would be tied up in the courts for years.

Awarded doesn't mean paid... If you could get the money out of Saddam, that's the source from where it would come. But since the US Government has confiscated all the monies held by Saddam, and the old regime has no resources, the judgment of the court is really only symbolic... at least that's my take on it.
