I agree. and if a person has a genetic disposition towards a harmful behavior, do we as a caring society simply say that is the way they are born.

All mankind is born with a disposition to sin. Theologians refer to that trait as an old sin nature. Only two men in the history of mankind didn't have that initially born into them. Adam and Jesus Christ.
To wit, many murderers were born with a predisposition to murder their fellow man. That doesn't imply a sane society legalizes murder. However, past civilizations in their demise have acquiesed to legitimizing similar criminal behavior soon before their cataclysmic fall.
Here's an interesting paradox.
Many morally degenerate citizens today hold the political view that sexual criminals can never be rehabilitated and therefore must be monitored after release from prison and their names broadcast to the world without any sincere forgiveness. It's for the sakes of the children, yaknow,...
The same societies also condone Internet porn access and Cable TV pornography and foul speech to the point that if one sincerely seeks to avoid such foul language, it's nearly impossible to escape from it. All in the name of freedom of speech. Go figure.
