So, how is Powell doing so far as reform and controlling insubordination, compared to, say, Shultz (as a successful historical example)?

I would say that Secretary Powell is as revered a leader as any Secretary of State since I joined the Foreign Service, well over 20 years ago. The current battle over WMD in Iraq hasn't affected the way people at State feel about him, in my observation. At worst, I think some might feel Powell was supplied with weak intel. But there are plenty of others (including me) who frankly don't care about Iraqi WMD; we just feel the US needed to take down Saddam's regime and now was the time to do it.
