The New World Order promoters in the WH are the ones pushing for this. I think president Bush is being guided along without ever realizing the loss of sovereignty that the US would bear. (How do we get him to change his administration?) I can see where at sometime the UN would decide that a few countries have too many ship or fishing boats and make a decision that they, only the UN shall authorize and license all personal water craft, ships, fishing boats, aircraft that use floats, etc.

Anyone who believes that the administration hadn't heard of this has been asleep for the last 15 years... how can the white house not choose its battles during an election year? Hopefully, the issue has seen enough of the light of day to be soundly shunned. For now.
