I suggested getting his badge number. I don't think he has to give a written order, since our experience in the past is that permits are, in the opinion of DC's Finest and other LEOs "revokeable" on the spot if they feel the situation is getting out of hand (it wasn't.)
There is no point to antagonizing LEOs. They are there to keep the peace and we respect that.

We were 2 people and no one yelled at us, but the Baltimore police kept us moving from one place to another. At the time the owners/police were bought and paid for by the democrat establishment.

I believe you are right about the written order.
The senior officer on the site needs to present a written order stating the restriction.
In Fayetteville, I was given a written order not to carry signs if we moved off our designated "grassy knoll".
I was lucky that I was not fined when some of our fellow protestors disobeyed the order. (Next time I will make sure I am carrying the orders with me to show to my fellow demonstrators.) Thank you every one who complied with the rules!
The appropriate response to the LEO may be as simple as "May I please see the written orders?"

They may be able to revoke a permit, but they probably still need a written order to make you STOP. Maybe it is time to clarify the DC protest laws.
