Don't forget, this guy entered government under Reagan, and also served under GHWBush. There wasn't a strong reason to believe it would turn out like this.

Clarke entered government service in 1973 according to an article I found yesterday. He began in the Defense Department, though I could not find out what he did. He graduated high school from the Boston Latin School. He got his undergrad at University of Pennsylvania, and he got a MA in polisci from MIT in the mid 70s. I think the article is posted here somewhere, but with the site problems, I'm not sure. I found the article via a google search on Clarke. Sorry I cannot be more specific.

Here's a WP article that gives more details about Clarke. I question much of its accuracy because it says Clarke was an Asst Secretary of State under Bush I. I didn't think his title was so grand.
