I believe that none of them are guilty of conspiracy unless one of the plotters took some substantial action to carry out the plot. Any lawyers here care to comment?

The key here with this story, like so many others, is that the mainstream press will never cover anything like this. Ketchup boy just keeps getting pass after pass after pass.
