An interesting and informative observation about the vanity title of the article but beside the point of the cite.
The point of the cite was an example of Bush's acting to degrade existing immigration policy. The policy was individual inspection which Bush eliminated, under defined circumstances, for the reasons you cited. In place of a policy of vigilant inspection, Bush instituted a policy of mutual trust. Even Reagan admonished that trust without verification was worthless.

They will be inspected exactly as they have been in the past. Nothing was eliminated. You can't eliminate a program that has not even go into effect nor was even to apply to this group of visitors.
What happened, was that stricter inspections were not to be added to this group of visitors.
