Let me see if I have this right: Clarke said that things sat on the table between 1998-2000 without action during the Clinton administration, yet Clarke is having a problem with the fact that the Bush Administration, who although was moving forward on the things that had been sitting on the Clinton table, didn't move as fast as he thought they should.
