The key concept here is NOT that Kerry was in a meeting where this was debated, NOT that he voted on it, NOT that he lied about it during this campaign season.
The key concept is that he know about an assassination plot against several U. S. senators, and he FAILED to report it to authorities.
THAT is what needs to be pounded home again and again. He FAILED to report it.

Particularly if he voted AGAINST this plot. At the moment the spin had been he resigned before the meeting.
If he didn't resign until the meeting took place, it means he found the threat legitimate and therefore resigned verbally.
A threat that made him question his allegiance to this organization and quit, is a threat he should have reported.

Of course, he needs to say on the record whether or not he did report it.

I read in a post yesterday that although John Kerry resigned, he offered to continue speaking for the group publicly. If that is correct, I think it also makes this issue very relevant.

Begs for repetition.
