The short answer is our legislative process, based on the common body of laws that are our heritage. The long answer could take days and volumes.

I must say, that sounds suspiciously like majoritarianism. It also sounds like an abandonment of the Rule of Law. I think, quite possibly, it could lead to totalitarianism.
