Not really.
People are not risking their lives trying to escape Mexico only to create a Northern Mexico. By and large, they want the freedom and economic opportunity for themselves and their children that are available here. Not there.
The people who talk about Aztlan are academic pukes who were born here, and don't even speak Spanish for the most part. They are not much different then the academic pukes who want to create a Peoples Republic or Scandinavian Socialism. Don't take them seriously. It would be nice, however, to get rid of their teaching sinecures and make them work for a living.

Did not the U.S. Supreme Court rule after the Civil War that secession was never constitutional? Perhaps an exception will be made when "minorities" protected by "civil rights" law demand secession.

This is pretty silly. The only people who may find this appealing, in the real world, are a bunch of intellectuals. I don't see any appeal for other members of the hispanic community. Why would a hispanic businessman, professional or politican see anything appealing in a new nation that would be poorer and have access to a smaller economic market than the US?
The beauty of the American system is it's ability to give new groups seats at the table of power. As hispanics become part of the American mainstream, pointy-headed intellectuals like this will become nothing more than amusing kooks.
