Perhaps because they are tragically overinvolved in crime.

Which, really is a by-product of racist liberal policies that have lead to the demise of the black family, and the lessening of the importance of black fathers.

Of course, those policies and their effects will be race-neutral before long. White people are plunging head first into a doomed existance of teen motherhood, absentee fathers, substance abuse... all the problems that 20 years ago or so, were "inner city" issues.
