Re calling their bluff - I agree. I told him that the voters should decide, and that he should not give in to a scheme to keep the issue from a popular vote. I also supported the proposal to pass a one year minimum services budget and send it to the Senate - that would force the Senate and the Governor to openly force a shutdown. He told me that the House had passed such a budget and sent it to the Senate, but no compromise so far in the Senate.
