A friend of mine is a retired state trooper here in Iowa. He tells a story of receiving this gesture by a driver, so he stops the guy. The guy tells him there is nothing he can do. The trooper hauls him to the county courthouse, gets a judge out of bed, and presents his case. The judge agrees with the guy, you can't be arrested for flipping someone off. The guy is returned to his car to go on his merry way, with an apology from the trooper. 'You are right, there is nothing I can do to you. Sorry about that'. 2-3 hours after the whole ordeal started, the guy quietly drives away, moral victory in hand...

So are you telling me that this was a good use of tax paid time and good use of police resources. Yea, the guy was an ass and still will be one after this. If this is the best use of this cop's time, then the state can save some money because you don't need cops who have nothing better to do.

The 'driver' in your tale is a jerk.
The 'trooper' in your tale is an unprofessional, authority abusing, taxpayer money wasting, judge annoying, ignorant, arrogant, worthless POS disgrace to his uniform. The citizens of Iowa deserve better from their public servants.
