You make a good point, but the items do still have value, otherwise people would place them out for the trash, instead of donating them to these places. I've never shopped at the Salvation Army or Goodwill, but I've heard prices on perfectly good clothing are incredible. I think if the bins were open the goods would all be stolen, probably by those who could afford to buy them new, just because they could. In this case I don't see the harm in making the bum pay a lot less than retail.
